Jumu’ah Salah is Dhikr, and Ibaadat.
And the Jumu’ah Khutbah is a Most Powerful Divinely Instituted Instrument of Education, Training and Motivation.
And of Organization.
And of Channelling Community’s Resources and Energies into purposes and outcomes of Service to Community and Society.
And to God Almighty.
It is a Divinely Mandated and Designed Platform for Building and Uplifting Family, Nation and the World as a whole.
To achieve these Sublime Divine Purposes and Outcomes, all Masjids in America should have a Permanent, Regular Jumu’ah Khateeb to deliver Jumu’ah Khutbahs.
And, in addition, the Mosque should also have two substitute Khateebs, on reserve, who can be called on to give Khutbah when the Regular Khateeb is not available.
To the extent possible, Khutbahs should be Programmatic and Interconnected.
And as for as possible, every new Khutbah should build on the previous Khutbahs, so that within a short period of time, the Community is able to make measurable progress towards the two Divine Goals of Ta’leem and Tazkiyah.
Education and Upliftment and Purification.
Naturally, all this would need to be done within the resources available to the Community and the Masjid Management to pay the Khateebs and make the necessary secretarial services available to them, such as recording of Khutbahs and Making Xerox copies of any written material for distribution.
While paying for Khateeb may be the usual practice, there may be those around who may want to do it without asking or expecting payment for their Khutbahs.
Regular Khateeb should have following qualifications:
1. Have sound knowledge of Islam.
2. Have strong command of Arabic Language.
3. Have strong command of English Language.
4. Have strong familiarity with American Culture.
5. Be an excellent speaker.
6. Have a strong Sense of Mission about Islam, Muslims and the World.
7. Be able to communicate easily and purposefully with Community Members, young and old.
